Regional Imbalance of Western Odisha in Brief

Ten Western Odisha districts lag behind their counterparts of coastal districts in core sectors with meagre percentage till date. The administrative set-up of Western Odisha Development Council is illustrated in a tabular form as well as the position of other core sectors in the enclosed statements.

Looking at the degree of development/ backwardness of 10 Western Odisha districts, it can be said that out of 87 blocks only 5 blocks are developed, 25 are developing, another 25 are backward and 32 blocks are very backward, whereas in coastal districts 70 blocks are developed, 50 blocks are very backward out of total 227 blocks .

Only 5.7% developed blocks 36.78% very backward blocks are there in WODC districts. This is against 30.84% of the developed blocks only 22.03% are in very backward blocks in non –WODC districts.

As per the L.T.A.P of K.B.K. the 4 WODC Districts are having irrigation potentials much below the State average.

Accordingly, steps may be taken for improving the backwardness of areas on priority basis

Taking into consideration the current drought situation in the entire 10 districts of Western Odisha, maximum emphases may be given on irrigation projects with particular thrust upon lift irrigation facilities. The requisite date concerning to the irrigation sector are also furnished in tabular form in this report.

About Us

The WODC Act, 2001 widening up the representation of the Council and providing autonomy with ` 50.00 crores as Grant-in-aid from 2001-02 and additional Grant-in-aid of ` 50.00 crores as Special Grant from 2008-09 annually heralded a new chapter in the development of Western Odisha fulfilling the aspirations of the people and generating hopes for new economic agenda. The Hon'ble Chief Minister Sri Naveen Patnaik with his personal initiatives has given this new Agenda of development to the people of Western Odisha. The Council with a Chairman, two Member of Parliament, eleven legislators from Western Odisha, nine Expert Members has been fully constituted. In addition to the districts of Bargarh, Bolangir, Boudh, Deogarh, Jharsuguda, Kalahandi, Nuapada, Sambalpur, Subarnapur, Sundargarh and Athamallik Sub-Division of Angul District has been included in the Council's jurisdiction.

Objectives of WODC

The objectives of the Council have been embodied in the Council Act to(1) upgrade the levels of development with a view to removing regional imbalances, (2) upgrade the relative levels of development in different sectors in each Districts having regard to the levels of development for the State as a whole, (3) prepare long-term and short-term plans and programmes for removal of developmental imbalances and formulate plans and programme accordingly.

In pursuance to these objectives, the Council has identified the sectors-wise deficiencies in development. The main deficiency is on irrigation followed by Roads and Communications, Health, Education and Rural Electrification. In addition to this, regular intervention is necessary for mitigating the natural calamities. As per the objectives and identified deficiencies, the Council prepares its Own Action Plan.
